Earlier this year, Moon (biz_network) and I constructed a real life faucet to bring to the ARK NYC event. Participants would place their phone running the Ark app or a paper with a QR code (app wasn't available on iOS) under the spout, and would receive ARK.

The faucet was a great hit and attracted a lot of attention, and was brought to Consensus shortly afterwards as well.

The faucet will be taken to the upcoming hackathons, and would serve as a great promotional tool for future meetups and events as well.

Rather than construct a new faucet which would cost close to $400 and hours of physical labor to grind out ceramic and hollow out the tube, the existing faucet has been offered for sale by Moon for $350.

The ACF will have ownership of the faucet and will decide on storage location, transportation, and access to the faucet for events.

The faucet is currently labeled with two Ark stickers and has no affiliation with any delegates.

Cost-benefit analysis

The faucet is one of a kind and stands out on its own. It attracts a lot of attention as seen from the ARK NYC meetup and Consensus, and is a great promotional tool.

I am going to approve this based on several factors.


-I was at the NYC Meetup when the faucet was unveiled for the 1st time and used, and yes, it was a huge hit. Everyone loved it. I think it can and will be a great asset to bring to various events.
-We have 2 Hackathons announced for November. I would like to see the faucet at them if the team would like it there, not really sure that's the forum for it, but no less, a possibility that unless transferred from Moon to someone else would now be feasible.
-Moon previously paid for and owns the faucet. Given Moon does not currently work for Ark in any capacity anymore (until his tenure on the ACF is expired) it is not gaining any value sitting in his closet and it isn't doing us any good there. This proposal, as I see it (correct me if I am wrong), will be transferring ownership from Moon to the ACF. Del/Jigsaw will hold onto the faucet and be responsible for addressing getting the faucet to and from events and/or storing it. Those details can be hashed out as we come to those questions.
-In a way, Jigsaw made this proposal on behalf of the ACF. Again, the ACF will officially own the faucet.


Contingencies:
-Del/Jigsaw are obligated to make reasonable arrangements for the transporting and storing of the faucet on behalf of the ACF. If they do not agree with this then I withdraw my approval.
-Before Del or Jigsaw use the faucet for anything they are to make it known to the ACF they plan on doing so.
-If this proposal is approved, due to current COI Bylaws enacted by the ACF during the current boards tenure, it will be required another COI override vote is approved. This has to occur because a current serving ACF Board member is using ACF funds to gain something of value as a result of an approved proposal.

Should be ACF owned as it otherwise can be used by delegate del to attract voters and would just be a transfer of ownership between 2 private people, which should be paid from private funds.

Im sorry but I think that this flies to close to the COI criteria and believe that either wait until the board members time is up or for the board member to step down. We must not get anywhere close to the line that will give the community any reason to doubt our objectiveness

I will stop short of voting no as I believe this can be modified to work. If you want to purchase it with ACF funds, I'd want ACF branding and ownership. Otherwise, delegate Del should have plenty of forging funds to rebuild / purchase the faucet. Clarification of this would elicit a yes vote from me.

If ACF owned it, it would be great to also send it to HackPHS (3-4 november) and HackPrinceton

I updated the proposal to give ownership to the ACF. I plan on going to both HackPHS and HackPrinceton and would be bringing the faucet regardless.
